{"id":691,"date":"2013-12-17T14:29:46","date_gmt":"2013-12-17T18:29:46","guid":{"rendered":"http:\/\/emu.edu\/now\/sga\/?page_id=691"},"modified":"2021-04-21T20:05:38","modified_gmt":"2021-04-22T00:05:38","slug":"constitution","status":"publish","type":"page","link":"https:\/\/emu.edu\/now\/sga\/constitution\/","title":{"rendered":"SGA Constitution"},"content":{"rendered":"<p><b>CONSTITUTION AND BY-LAWS<br \/>\n<\/b><b>EASTERN MENNONITE UNIVERSITY<br \/>\n<\/b><b>Student Government Association<\/b><\/p>\n<p><b>Article I: Statement of Purpose<\/b><\/p>\n<p><span style=\"font-weight: 400\">We, the students of Eastern Mennonite University, ordain and establish under the constitution and by-laws of the University this constitution and by-laws for the Student Government Association of Eastern Mennonite University in order to accomplish the following purposes:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To develop responsible student leadership.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To acknowledge the opportunity and obligation of students to participate in addressing student and institutional concerns.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To sponsor beneficial student activities and organizations.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To stimulate communication and cooperation among students, faculty and administration, and the greater community.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To encourage accountability to the policies and the Anabaptist values fundamental to the University.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To foster community and strive to make improvements in all areas of University life.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To oppose and challenge any forms of discrimination, prejudice, and violence against students or student groups on campus.<\/span><\/li>\n<\/ol>\n<p><b>Article II: Membership<\/b><\/p>\n<p><i><span style=\"font-weight: 400\">Section 1.<\/span><\/i> <span style=\"font-weight: 400\">All full and part-time undergraduate students of Eastern Mennonite University are members of the SGA and are eligible to vote in all elections.<\/span><\/p>\n<p><i><span style=\"font-weight: 400\">Section 2.<\/span><\/i> <span style=\"font-weight: 400\">All members of the SGA have the following rights and responsibilities:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The right of access at any time to the files of the SGA after having received permission from a member of the Executive Committee.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The responsibility to devote themselves to their education, realizing that it is a total process which requires not only the accumulation of facts, concepts, and methods or inquiry, but also the gaining of an understanding of society and their role in that society.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The responsibility to make themselves cognizant of the regulations of the University and to comply with them.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">\u00a0<\/span><span style=\"font-weight: 400\">The responsibility to respect the professional integrity of the members of the faculty and administration.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The responsibility to uphold and advance the academic integrity of the University.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The right and responsibility to express concerns and work for change in a responsible manner.<\/span><\/li>\n<\/ol>\n<p><i><span style=\"font-weight: 400\">Section 3<\/span><\/i><span style=\"font-weight: 400\">. The SGA is financed by an appropriation from the Student Activities Fee.<\/span><\/p>\n<p><em>Section 4.<\/em> EMU does not discriminate on the basis of race, color, national or ethnic origin, sex, disability, age, sexual orientation, gender identity or any legally protected status in any of its school administered programs.<\/p>\n<p><i><span style=\"font-weight: 400\">Section 5.<\/span><\/i> <span style=\"font-weight: 400\">At any time, a petition signed by 10 percent of the membership of the SGA asking for a general vote on a ruling of the Senate will be granted, and the matter will, within one week, be submitted to a vote of the student body. A two-thirds majority vote of the membership of the SGA overrules the decision of the Senate.<\/span><\/p>\n<p><b>Article III: Organization<\/b><\/p>\n<p><i><span style=\"font-weight: 400\">Section 1.<\/span><\/i><span style=\"font-weight: 400\"> The executive branch of the SGA is called the Executive Committee<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The following are considered members of the Executive Committee<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Presidents or Co-Presidents<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Vice President<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Secretary<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Treasurer<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Vice President for Marketing<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Duties and Powers of the Executive Committee<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To carry out the executive functions of government.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To take any action in an emergency when the Senate cannot possibly meet, such actions being subject to review at the next Senate meeting.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To recommend legislation to the Senate.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To oversee ad-hoc committees formed to address short-term concerns.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To prepare a budget proposal, along with the advisor, for the allocation of SGA monies.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To schedule and supervise elections of executive officers and Senators.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To communicate to the Senate actions, expenditures and issues under consideration.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To enforce the provisions of the constitution of the SGA and all accompanying regulations.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To provide adequate orientation for incoming officers of each position.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To be a point of contact for SGA public relations within EMU.<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Qualifications<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Executive officers of the SGA must be in at least their second semester at EMU when they serve on the Executive Committee.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Executive officers of the SGA may not be on disciplinary or academic probation at the time of election.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Executive officers of the SGA may not hold executive leadership in any other club or organization while they are serving on the SGA Executive Committee. This requirement cannot be waived by a two-thirds vote of the Senate.<\/span><\/li>\n<li><span style=\"font-weight: 400\">Qualifications may be waived by a two-thirds vote of the Senate unless otherwise stated in the constitution.<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Duties and Powers of the Executive Officers<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Presidents or Co-Presidents<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To call all meetings, prepare agendas, and preside as chairperson of the Senate, but not vote on Senate actions.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To hold the power to veto any action taken by the Senate. In the event of Co-Presidents, both must affirm the veto, or it is void.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To be an ex-officio member of all committees appointed by the Senate.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To call special meetings of the Senate and\/or meetings of the Executive Committee.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To maintain SGA files located in the SGA office and content of the SGA website.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To ensure that the provisions of the constitution of the SGA are properly executed.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To present the decisions of the Senate to the students, faculty, and\/or administration.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To maintain posted weekly office hours.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To appoint or serve as leader of the Union of Student Organizations.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Vice President<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To perform the duties of the President or Co-Presidents upon absence or request of the President(s).<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To generally aid the President or Co-Presidents in fulfilling responsibilities.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To maintain regular posted office hours.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Secretary<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To serve as recording secretary of the Senate and be responsible for all correspondence and clerical work.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To serve in the absence of the President and the Vice President to assume the same powers and responsibilities and to appoint a secretary pro tempore when serving as president.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To keep minutes and pass them on to the VP of Marketing for posting to the SGA website and\/or social media.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To maintain posted regular office hours.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Treasurer<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To present the SGA budget for the Senate approval upon completion.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To receive and disburse SGA funds as directed by the Senate.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To establish and maintain an accurate system of bookkeeping<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To submit a final fiscal report to the Senate at the close of the term of office.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To open the books for observation upon request of members.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To maintain posted regular office hours.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Vice President for Marketing<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To be responsible for all marketing and publicity of SGA and related events.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To delegate ad-hoc committees for marketing projects.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To be responsible for the SGA website, social media content, and TV, or to delegate responsibilities as needed.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To create all promotional material for the SGA.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To maintain posted regular office hours.<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Elections of Executive Officers<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Nominations<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Nominations for candidates must be made by means of a petition bearing the signatures of at least 25 students and must be filed by the designated date with the Executive Committee.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The Senate will ensure the nomination of at least one candidate for each executive office by nominated one or more names if necessary.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Election<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The names of all candidates for executive offices must appear on the same ballot.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Elections of the executive officers of the SGA must take place by the end of the first week of April.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The election is by secret ballot.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The candidate receiving the majority of the votes cast will be declared elected.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">In case no candidate receives a majority of the vote, a runoff election between the two candidates receiving the highest number of votes will be held the following week.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Terms of Office<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The term office will be one year and one month, which will begin the first of April and terminate the last of the following April.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Any executive officer of the SGA may be dismissed from office by a two-thirds vote of the electing constituency or by a three-fourths vote of the Senate.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Vacancy will be filled by a special election to be conducted no later than two weeks after the time of vacancy unless a regular election is scheduled within one month. The requirements may be waived in the case of a special election to fill a vacancy.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">A resignation must be submitted in writing to the Secretary of the SGA two weeks before the resignation is to go into effect and must be approved by a two-thirds vote of the Senate.<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p><i><span style=\"font-weight: 400\">Section 2.<\/span><\/i><span style=\"font-weight: 400\"> The legislative branch of the SGA is called the Student Senate.<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The membership of the Senate consists of:<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The Executive Committee.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">At least thirteen Senators.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">One non-voting faculty representative.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">One non-voting staff\/administrative representative<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Head of the Student Life Division or their designee<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Duties and Powers of the Senate<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To carry out the legislative functions of government.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To have the power to override a presidential veto by a two-thirds vote.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To approve the SGA budget.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To designate ad-hoc committees to address short-term concerns.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To make recommendations to the faculty and administration.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To promote activities which accrue to a strong spiritual, academic and social climate on campus.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To select student representatives to serve on the various institutional committees.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">If at any time the Senate feels any member of the Executive Committees is not able to fulfill their duties to leadership of another campus club or clubs, the Senate may ask the executive to remove themselves from leadership in the other clubs\u2014or SGA\u2014by a two-thirds vote.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Qualifications<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">All Senators must be full or part-time undergraduate students of EMU and cannot be on disciplinary or academic probation at the time of their elections.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The Senator elected as the new student representative cannot have attended EMU during the previous year.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Qualifications may be waived by a two-thirds vote of the Senate.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Duties and Powers of Senators<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To be present at meetings of the Senate.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To be familiar with general parliamentary procedures so as to facilitate Senate business.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To engage regularly in dialogue with members of their constituencies in order to maintain acquaintance with their views.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To be members of institutional committees, attend meetings of their respective committees and act as a liaison between Senate and the committee.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To recommend legislation to the Senate.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To maintain posted regular office hours, or equivalent as determined by the executive committee.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Election of Senators<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Appointment<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The Executive Committee has the power to determine the number of Senators to be elected for each constituency basing this appointment upon the number of residents on and off campus, allowing for one new student Senator representing first-year and transfer students. A constituency system can be determined by residence halls, class sizes, etc, or not used at all.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Nominations<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Nominations for candidates for Senators must be made by means of a petition bearing the signatures of at least 25 students and must be filed by the designated date with the Executive Committee.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The Executive Committee must ensure nomination of at least one more candidate than possible conditions for each resident constituency by nominating additional names if necessary.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Election<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Fall Senate elections must take place before the third Tuesday of September. An election can be held in December or January to fill any vacant Senate positions for the Spring semester.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Senate positions not filled during the Senate elections shall be open to any student representatives at large. These positions will be filled by a special election to take place no later than three weeks following the regular Senate election.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The elections are to be conducted by secret ballot.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">No absentee ballots can be accepted.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The candidates receiving the highest number of votes are to be declared elected.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Terms of office<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The term of office for Senators coincides with the school year and begins on the first day of classes. Those elected in the fall will begin their term of office immediately following the election.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Any Senator may be dismissed from office by a two-thirds vote of the election constituency or by a three-fourths vote of the Senate.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">A vacancy in the position of the Senator may be filled by a special election to be conducted no later than two weeks after the time of vacancy unless a regular election is scheduled within a month.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">A resignation must be submitted in writing to the Secretary of the SGA two weeks before the resignation is to go into effect and must be approved by a two-thirds vote of the Senate.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">A record of attendance to Senate meetings showing four unapproved absences within a semester or three consecutive unapproved absences for any one Senate member means automatic dismissal from office. An absence is defined by missing at least 50% of the meeting; approved absences are determined by the President or Co-Presidents. (This requirement may be waived in special cases by a three-fourths vote of the Senate.)<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Rules affecting Senate meetings<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Meetings of the Senate can be held by any of the following:<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">At a time and place designated by the Senate.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Upon the call of the President or Co-Presidents of the SGA.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Upon petition by one-half of the members of the Senate.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Quorum: A majority of the members of the Senate constitutes a quorum.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Senate meetings are to be open to any student, administrative or faculty member, or other interested person for observation and\/or expression.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Robert\u2019s Rules of Order shall be the parliamentary authority of the SGA in all cases not covered by the constitution.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Student Representatives to the Board of Trustees<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The President or Co-Presidents will serve as student representatives to the Board of Trustees. The President or Co-Presidents will appoint the Vice President to serve if needed.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">These students are official representatives of the student body at the regular Board of Trustees meetings with privileges of discussion.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Duties and Powers of Faculty and Staff Representatives<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To be familiar with parliamentary procedure.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To be familiar with institutional structure and processes of the University.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To act as a liaison between SGA and their peers on faculty and staff.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">To act in an advisory role to the Senators, making them aware of how decisions may affect faculty and staff and looking for opportunities for cooperation and collaboration.<\/span><\/li>\n<\/ol>\n<\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Appointment of faculty and staff representatives<\/span>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The Executive Committee will choose the faculty and staff representatives in the spring prior to their year of service.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Term of office for faculty and staff representatives will coincide with the school year and begins on the first day of classes.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">A faculty or staff representative may be dismissed from office by a two-thirds vote of the membership of SGA or by a three-fourths vote of the Senate.<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p><b>Article IV: Amendments<\/b><\/p>\n<p><i><span style=\"font-weight: 400\">Section 1.<\/span><\/i><i><span style=\"font-weight: 400\"> Initiation<\/span><\/i><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Amendments to this constitution may be initiated by any member of the Senate or by a petition bearing the signatures of 10% of the members of the SGA.<\/span><\/li>\n<\/ol>\n<p><i><span style=\"font-weight: 400\">Section 2.<\/span><\/i> <i><span style=\"font-weight: 400\">Proposal<\/span><\/i><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">An initiated amendment shall require a two-thirds vote of the Senate to become a proposed amendment.<\/span><\/li>\n<\/ol>\n<p><i><span style=\"font-weight: 400\">Section 3.<\/span><\/i> <i><span style=\"font-weight: 400\">Adoption<\/span><\/i><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The proposed amendment must be posted for public notice at least two weeks prior to its being voted upon by the entire SGA.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">A two-thirds majority of the votes cast by the entire SGA is required for the adoption of the proposed amendment.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">On approval by the President of the University and the President\u2019s Cabinet, such amendments shall become part of the
