She is a 2015 graduate of Eastern Mennonite University\u2019s <a href=\"http:\/\/www.emu.edu\/cjp\">Center for Justice and Peacebuilding<\/a> (CJP).&nbsp;<\/p>\n\n\n\n<p>\u201cThe CJP community is proud that Najla\u2019s gifts and talents have been recognized. We are happy to support her in any way possible as she takes on this challenging role in rebuilding the country she loves,\u201d said Executive Director <strong>Jayne Docherty<\/strong>.&nbsp;<\/p>\n\n\n\n<p>The appointment was announced March 10, 2021, as Libya\u2019s parliament endorsed a new unified government. El Mangoush joins four other women in the cabinet, including the justice minister. The inclusion was widely welcomed by Libyan women who have rarely been represented in seats of power, according to a <a href=\"https:\/\/www.reuters.com\/article\/us-libya-government-women\/libyan-women-want-progress-after-appointment-of-first-female-foreign-minister-idUSKBN2B32KE?il=0\">Reuters report<\/a>.<\/p>\n\n\n\n<p>\u201cNajla is moving into an extremely challenging role at a crucial time,\u201d says former CJP executive director <strong>Daryl Byler<\/strong>. \u201c But she is well-equipped and up to the challenge. Her legal and restorative justice training, her deep understanding of Libya\u2019s civil society, her ability to move easily and empathetically from one culture to another, and her demonstrated resilience will serve her well as Libya\u2019s foreign minister.\u201d<\/p>\n\n\n\n<p>El Mangoush came to EMU in 2013 as a Fulbright Scholar. Her master&#8217;s research studied the intersection of restorative justice with the traditional Solha process. Her advisor was <strong>Howard Zehr<\/strong>, in one of his final advising roles before retirement. She also became a certified trainer with the <a href=\"http:\/\/www.emu.edu\/cjp\/star\">Strategies for Trauma Awareness and Resilience<\/a> (STAR) program.\u00a0<\/p>\n\n\n\n<p>In recent years, her connection to CJP has remained strong. Among other intersections, she contributed to a <a href=\"https:\/\/emu.edu\/now\/news\/2017\/iraqi-youth-work-build-culture-peace-support-cjp-alumni-iraqi-al-amani-association\/\">multi-phase United Nations Development Programme-funded project<\/a> focusing on youth and academics in Iraq and participated among other global experts in a <a href=\"https:\/\/emu.edu\/now\/news\/2015\/restorative-justice-experts-join-in-zehr-institutes-3-year-project-to-map-the-future-of-the-field\/\">restorative justice consultation<\/a>. She\u2019s also been a special guest in 2016 with the Zehr Institute of Restorative Justice, presenting a <a href=\"https:\/\/www.youtube.com\/watch?v=B_Fm6HCR9ds\">webinar<\/a> on a hybrid approach of integrating justice practices with restorative justice in Libya (<a href=\"https:\/\/www.usip.org\/publications\/2015\/05\/customary-practice-and-restorative-justice-libya-hybrid-approach\">read more in a special report published while working at USIP<\/a>).&nbsp;<\/p>\n\n\n\n<p>El Mangoush is a PhD candidate in conflict analysis and resolution at George Mason University. She has served as the program officer for peacebuilding and traditional law at the Center for World Religions, Diplomacy and Conflict Resolution in Arlington, Virginia, and was a country representative in Libya for the United States Institute of Peace.<\/p>\n\n\n\n<p>This is not her first role in Libyan government: El Mangoush led the public engagement unit in the transitional council that briefly governed the country after its 2011 uprising.&nbsp;<\/p>\n\n\n\n<p>Yet the country has been unable to form a stable unified government since the fall of Muammar Gaddafi in 2011, with divisions between the east and west of the country leading to fighting and institutionalised division, according to <a href=\"https:\/\/www.theguardian.com\/world\/2021\/mar\/10\/libyan-parliament-approves-unity-government\">The Guardian<\/a>.
