And how can police and the military engage with peacebuilders? That was the topic of a luncheon presentation by experts from Pakistan, the Philippines and Guatemala at Eastern Mennonite University (EMU) during the <a href=\"http:\/\/www.emu.edu\/cjp\/spi\/\">Summer Peacebuilding Institute<\/a>.<\/p>\n<p>\u201cPeace activists tend to be sensitive to interacting with the military and police,\u201d said EMU professor <a href=\"http:\/\/www.emu.edu\/personnel\/people\/show\/schirchl\">Lisa Schirch<\/a>, as she introduced the speakers. \u201cWe often define security in a different way, focused on \u2018human security.\u2019\u201d But she believes the two sides can \u2013 and must \u2212 work together even in countries where the security forces are part of a repressive government.<\/p>\n<p>\u201cWe\u2019ve come a long way in civil society to move from protesting security policies to making policy proposals for how to better pursue human security,\u201d said Schirch, who has been invited to speak at the Pentagon, the Army War College and West Point Military Academy. She noted that several Harrisonburg Police Department officers were guests at the luncheon.<\/p>\n<p>A research professor at EMU\u2019s <a href=\"http:\/\/www.emu.edu\/cjp\/\">Center for Justice and Peacebuilding <\/a>(CJP), Schirch is also director of human security at the <a href=\"http:\/\/www.allianceforpeacebuilding.org\/\">Alliance for Peacebuilding<\/a>, an international network of peacebuilding practitioners and scholars that promotes \u201csustainable peace and security.\u201d<\/p>\n<p>Schirch and many of the luncheon attendees are currently involved in the final phase of a three-year project: the creation of a master curriculum, including a handbook and training modules, to help security forces and civil society groups learn how to collaborate on human security, community engagement and security sector development. The project, supported by the <a href=\"http:\/\/www.rbf.org\">Rockefeller Brothers Fund<\/a>, partners the Alliance for Peacebuilding with the <a href=\"http:\/\/www.gppac.net\">Global Partnership for the Prevention of Armed Conflict<\/a> and the <a href=\"http:\/\/kroc.nd.edu\/\">Kroc Institute for International Peace Studies<\/a> at the University of Notre Dame.<\/p>\n<p>Approximately 30 contributors travelled from 26 countries for the one-week \u201ctraining of trainers\u201d on the EMU campus. The luncheon speakers, who were part of the training session, spoke about their experiences engaging with military and police.<\/p>\n<h3>Reforming police practices<\/h3>\n<p>Kamal Uddin Tipu started his career as a police officer in Pakistan, eventually rising to deputy inspector general in the city of Islamabad. He came to CJP as a Fulbright scholar in 2004 to earn a master\u2019s degree.<\/p>\n<p>At EMU, Tipu focused on restorative justice as a better way to deal with crime, law-breakers and victims. He spoke fondly of his time on campus, his family\u2019s experiences while living in Harrisonburg, and his internship with the police department in Rochester, New York. He returned to Pakistan to implement what he had learned, introducing reforms in local police practices.<\/p>\n<p>In recent years, Tipu went to Africa as a police adviser to the African Union and United Nations. \u201cI saw how we need to focus more on the root causes of conflict,\u201d he said. \u201cI also saw the enormous amounts of money that countries spend on the military.\u201d<\/p>\n<h3>A &#8216;peace general&#8217;<\/h3>\n<figure id=\"attachment_24646\" aria-describedby=\"caption-attachment-24646\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"http:\/\/emu.edu\/now\/is\/wp-content\/uploads\/sites\/43\/2015\/06\/Filipino-web-MS.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-24646 size-medium\" src=\"http:\/\/emu.edu\/now\/is\/wp-content\/uploads\/sites\/43\/2015\/06\/Filipino-web-MS-300x182.jpg\" alt=\"Filipino-web-MS\" width=\"300\" height=\"182\" srcset=\"https:\/\/emu.edu\/now\/news\/wp-content\/uploads\/sites\/43\/2015\/06\/Filipino-web-MS-300x182.jpg 300w, https:\/\/emu.edu\/now\/news\/wp-content\/uploads\/sites\/43\/2015\/06\/Filipino-web-MS.jpg 610w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><figcaption id=\"caption-attachment-24646\" class=\"wp-caption-text\">Deng Giguiento, a peacebuilding trainer and practitioner in the Philippines, talks about her collaboration with an army general. (Photo by Michael Sheeler)<\/figcaption><\/figure>\n<p>Deng Giguiento, a longtime peacebuilding trainer and practitioner, counts two generals as her friends on the Philippine island of Mindanao. As training coordinator for the Peace and Reconciliation Program of <a href=\"http:\/\/www.crs.org\/\">Catholic Relief Services<\/a>, she often interacted with security officials on local situations of conflict.<\/p>\n<p>When a German couple was abducted by anti-government insurgents, for example, she helped negotiate their release alongside an army general. The general had rejected military action, despite opposition from his officers. Afterwards, the general started a class for his officers. His textbook was &#8220;The Little Book of Conflict Transformation,&#8221; written by\u00a0John Paul Lederach, founding director of CJP.<\/p>\n<p>\u201cWhen the general got stuck, he would call me and put me on speakerphone,\u201d said Giguiento, who helped to establish the <a href=\"http:\/\/www.mpiasia.net\">Mindanao Peacebuilding Institute<\/a> after attending SPI in 1997.<\/p>\n<h3>Moving from protest to proposals<\/h3>\n<figure id=\"attachment_24645\" aria-describedby=\"caption-attachment-24645\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"http:\/\/emu.edu\/now\/is\/wp-content\/uploads\/sites\/43\/2015\/06\/Bernardo-web-MS.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-24645 size-medium\" src=\"http:\/\/emu.edu\/now\/is\/wp-content\/uploads\/sites\/43\/2015\/06\/Bernardo-web-MS-300x182.jpg\" alt=\"Bernardo-web-MS\" width=\"300\" height=\"182\" srcset=\"https:\/\/emu.edu\/now\/news\/wp-content\/uploads\/sites\/43\/2015\/06\/Bernardo-web-MS-300x182.jpg 300w, https:\/\/emu.edu\/now\/news\/wp-content\/uploads\/sites\/43\/2015\/06\/Bernardo-web-MS.jpg 610w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><figcaption id=\"caption-attachment-24645\" class=\"wp-caption-text\">Interpeace regional director Bernardo Arevalo de Leon, of Guatemala, talks with Bridget Mullins, MA &#8217;15 (conflict transformation), and Elaine Zook Barge, assistant professor of the practice of trauma awareness and resilience.<\/figcaption><\/figure>\n<p>Bernardo Arevalo de Leon, a former Guatemalan diplomat, talked about how his country is still trying to recover from a 33-year civil war between armed rebels and a repressive right-wing government. After 10 years of peace talks, the two sides signed a peace accord in 1996, but the country is struggling to implement reforms that were promised.<\/p>\n<p>\u201cThe big task is to transform the way the government uses its security forces,\u201d said de Leon, who was involved in the peace process. \u201cWe needed to think differently about the role of the police and the army.&#8221;<\/p>\n<p>He also pointed out that civil society needed to move from protest to proposal to engage in the reform of the security sector.<\/p>\n<p>De Leon is now based in Guatemala, where he is director of the Regional Office for Latin America for <a href=\"http:\/\/www.interpeace.org\">Interpeace<\/a>, a global peacebuilding nongovernmental organization based in Geneva.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>How can peacebuilders engage with the police and military in pursuing peace?
