{"id":15053,"date":"2012-11-20T09:11:38","date_gmt":"2012-11-20T14:11:38","guid":{"rendered":"http:\/\/emu.edu\/now\/news\/?p=15053"},"modified":"2012-12-07T14:49:56","modified_gmt":"2012-12-07T19:49:56","slug":"emu-peace-profs-go-to-women-in-somaliland","status":"publish","type":"post","link":"https:\/\/emu.edu\/now\/news\/2012\/emu-peace-profs-go-to-women-in-somaliland\/","title":{"rendered":"EMU Peace Profs Go to Women in Somaliland"},"content":{"rendered":"<p>Six of the women who planned to study at Eastern Mennonite University (EMU) in the summer of 2012 in the brand-new <a href=\"http:\/\/www.emu.edu\/cjp\/womens-leadership\/\">Women\u2019s Peacebuilding Leadership Program<\/a> were unable to enter the United States. So program director <a href=\"http:\/\/www.emu.edu\/personnel\/people\/show\/jennerjm\">Janice Jenner<\/a> and professors <a href=\"http:\/\/www.emu.edu\/personnel\/people\/show\/jsd636\">Jayne Docherty<\/a> and <a href=\"http:\/\/www.emu.edu\/personnel\/people\/show\/rhodesg\">Gloria Rhodes<\/a> took the program to Somaliland to reach the excluded women in the fall of 2012.<\/p>\n<p>The United States government denied entry to the six (two each from Kenya, Somalia and Somaliland). This was ironic, given that a federal agency, <a href=\"http:\/\/www.usaid.gov\/\">USAID<\/a>, was paying for their training.<\/p>\n<p>The stated reason for exclusion was that the women might overstay their visas, says Jenner. That allegation \u201cwas more upsetting to them than that they were denied visas,\u201d adds Jenner, who found all six women \u201ccompletely committed to their countries.\u201d<\/p>\n<p>The women, ages mid-20s to early 40s, included peacebuilding-organization workers, an educational journalist, and a trauma-healing counselor. Some had been war refugees as children \u2013 a history belying the ebullient smiles in photos showing them with their American instructors, all wearing Somali clothing.<\/p>\n<p>All participants in this program need a university degree before they can be admitted to WPLP [Women\u2019s Peace Leadership Program], something not easy to obtain for many Somali women. Thus, says Jenner, these women needed to be very determined and passionate about getting an education despite often-difficult circumstances.<\/p>\n<p>Jenner, Rhodes and Docherty devoted two weeks in September and October \u00ac\u2013 amid a busy semester on EMU\u2019s Harrisonburg, Va., campus \u2013 to teach the women in Hargeisa, Somaliland\u2019s capital. Commercial flights to Hargeisa from Nairobi had just been discontinued, limiting the EMU teachers to \u201clowest priority\u201d seating on United Nations flights.<\/p>\n<p>Docherty explains that WPLP is designed to create a network of women peace leaders within a specific country or region, who can \u201crelate to<\/p>\n<p>one another as \u2018lost sisters from the same clan,\u2019\u201d while helping transform their region\u2019s conflicts.<\/p>\n<p>The first stage of the women\u2019s program \u2013 initially conducted for 12 other women at <a href=\"http:\/\/www.emu.edu\/cjp\/spi\/\">EMU\u2019s Summer Peacebuilding Institute (SPI)<\/a> in May and June \u2013 consisted of two six-day courses. In \u201cConflict Analysis,\u201d taught by Rhodes, the women in Hargeisa acquired tools for understanding problems. \u201cStrategic Peacebuilding,\u201d taught by Docherty, helped them plan interventions.<\/p>\n<p>They\u2019re now finishing activities and papers begun during course sessions. Those completing the 15 credit-hour program will receive graduate certificates.<\/p>\n<p>\u201cIt is a privilege to interact with and teach women who have been brought up during a time of civil war,\u201d says Rhodes. \u201cI\u2019m learning a great deal about what gives these women motivation for peacebuilding and about how wise, strong and resilient they are.\u201d<\/p>\n<p>Rhodes felt buoyed by the women\u2019s hopefulness. They had \u201chope for security and stability, hope for more women\u2019s participation in decision making, and hope for a peaceful Somaliland and Somalia in the future.\u201d<\/p>\n<p>Somaliland is a self-declared, but internationally unrecognized, state that broke off from northern Somalia to form its own parliamentary government in 1991. It enjoys more stability than war-torn Somalia, which has struggled to establish a functioning government (though Jenner says the WPLP women consider its new president, who has himself attended SPI, to be promising). Since earlier visits, Jenner has seen former refugees returning to Somaliland, and the building of shopping centers and high-rises, though extreme economic disparities remain.<\/p>\n<p>Jenner says the six were \u201csuch fun women,\u201d yet deeply committed. Even within a patriarchal culture, \u201cThey can be spokespeople for the women who don\u2019t have the ability to speak for themselves.\u201d<\/p>\n<p>In Somali culture, she adds, \u201cIn theory, women have quite limited power. In practice, it\u2019s like any society\u201d \u2013 widely varied. Women, for example, often resolve family disputes.<\/p>\n<p>The 12 program participants on campus in mid-2012 came from Liberia, the South Pacific and Somalia.
